Pelican Bay is not a gated community. You would kind of expect it to be because it takes up a lot of the shoreline on Lake Florence. The community itself is located in northeastern Winter Park FL and not to far from Lake Howell. The main entrances are on Grand Road almost exactly between Howell Branch Road and Dike Road. Howell Branch Road should sound familiar to you if you know Winter Park. This area is going through a lot of changes. Mostly larger and newer communities. Howell Branch Road is also very useful and "typically" flows very well.

Pelican Bay area

To the southwest and under 3 miles is a complex for shopping called the Shoppes at Aloma Walk. That would be my preference for local shopping. There may be more choices that are slightly closer but this one is not only great but also by access to the 417. If I was commuting very far from my home in Pelican Bay then there is a great chance I would take the 417.
